    Signed into law in January 2025 by President Biden and effective retroactively to January 2024, this act increases Social Security benefits for certain types of workers by repealing two provisions of the Social Security Act that have long affected certain public-sector retirees: the Windfall Elimination Provision and the Government Pension Offset.

    HUD Issues Income Limits for Fiscal Year 2025

    The larger-than-expected increases come as a surprise. On average, income limits rose by 6.2 percent, with most areas seeing noticeable upward adjustments. While some regions experienced moderate gains, others saw more significant changes—more than 70 percent of the country had increases above 5 percent, and over 40 percent exceeded an 8 percent rise. In fact, 27 percent of areas reached the maximum allowable increase of 9.2 percent, hitting HUD’s cap.

    Report: Gap in Affordable Rental Housing Worsens

    The National Low Income Housing Coalition recently released its 2025 edition of The Gap: A Shortage of Affordable Homes. According to the report, the U.S. lacks 7.1 million rental homes that are both affordable and available to households earning at or below the federal poverty level or 30 percent of area median income, whichever is greater. This translates to just 35 homes available for every 100 extremely low-income renter households.

    HUD Delays Implementation of HOME Final Rule Amid Regulatory Freeze

    Due to a regulatory freeze by President Trump, the final rule for the HOME Investment Partnerships Program has been delayed until April 20, 2025. Make sure your site is prepared to implement the expanded tenant protections if and when the changes take full effect. These include detailed explanations about lease nonrenewals, proposed evictions, and required tenant rights to contest or remedy these situations.

    HUD’s Final Rule Establishes Eviction Notice Requirements

    HUD recently issued a final rule titled “30-Day Notification Requirements Prior to Termination of Lease for Nonpayment of Rent.” This regulation standardizes the eviction notice process for PHAs and certain Project-Based Rental Assistance (PBRA) properties. This rule is HUD’s latest effort to decrease housing instability and address increasing rates of homelessness among low-income families. The rule became effective on Jan. 13, 2025.
