HUD Issues Guidance on Using EIV's Deceased Tenants Report

In an effort to curb the ongoing problem of subsidy overpayment and administrative errors related to deceased household members, HUD has published a notice to formalize applicable policies and procedures.

HUD has been encouraging the use of the Deceased Tenants Report of HUD's Enterprise Income Verification (EIV) system since early 2008, and has been providing informal guidance and training on doing so. Although many public housing authorities (PHAs) and site owners and managers have been using the report to reduce ineligible payments, HUD says that some PHAs and owners haven't been following the informal guidance, and problems persist.
